What Is the Oregon Clean Vehicle Rebate Program?
Administered by the Oregon Department of Environmental Quality (DEQ), the Oregon Clean Vehicle Rebate Program provides state-funded financial incentives to Oregon residents, businesses and nonprofits purchasing or leasing qualifying zero-emission vehicles.
Oregon offers two distinct rebates:1
- Standard Rebate: Offers up to $2,000 for the purchase or lease of an eligible new battery electric vehicle (BEV) or $1,500 for an eligible plug-in hybrid electric vehicle (PHEV). There are no income restrictions for the Standard Rebate, but eligible new vehicles must have a base MSRP under $50,000.
- Charge Ahead Rebate: Designed for low- to moderate-income households (income under 400% of the federal poverty guidelines), this rebate offers up to $7,500 toward an eligible new BEV ($5,000 for PHEVs) or up to $4,000 toward an eligible used electric vehicle.
Note: Buyers cannot combine the Standard and Charge Ahead rebates on a single vehicle transaction, but income-eligible buyers receive the higher Charge Ahead amount.

Who Qualifies for the Oregon EV Rebate?
To receive an Oregon EV rebate through McLoughlin Chevrolet, applicants must meet the following general requirements:1
- Residency: Must be an Oregon resident or an Oregon-registered business/organization.
- Vehicle Registration: The vehicle must be registered in Oregon and retained by the owner for at least 24 months.
- Purchase Source: Must purchase or lease the vehicle through a licensed participating dealership like McLoughlin Chevrolet (private-party sales do not qualify).
- Income Verification (Charge Ahead Only): Household income must be verified at or below 400% of the federal poverty level. Income-qualified buyers can obtain a Charge Ahead Prequalification Voucher online before shopping to apply savings directly at the point of sale.
- Program Window: Vehicles must be purchased or leased during an official DEQ open application window and submitted within six months of the transaction date.
- Lifetime Limit: Individual applicants are limited to receiving no more than two rebates per lifetime.
